Description

Preconditions:

1. User1 is assigned to Project1
2. User2 is assigned to Project1

Steps to reproduce:

1. Create DES1 for user1
2. Create DES2 for user2

Actual result:

1. One DES is created successfully
2. The other DES creation fails

Expected result:

1. DES1 is created successfully

2. DES2 is created successfully
