[DAFFODIL-790] Failure to reset global debugger settings causes random tests to fail in SBT.

Description

To demonstrate this create a test. Before the runOneTest command create and add a Debugger. Do not reset the Debugger to the global defaults at the end of the test.

As an example look in TestUserSubmittedTests.scala at test_dfdl_782. Comment out the last two Debugger lines after runner.runOneTest. This will cause all sorts of failures in SBT.
