Description

When fixing a bug having to do with namespaces for QName resolution and the escapeSchemeRef property, I found that several tests would be broken if we insisted on escapeSchemeRef being bound to "".

Temporarily I made this a warning, not an error. But it needs to be changed to an error and the tests that break need to be fixed.
