Description

The current GitHub action concurrency configuration is used to cancel PR runs if a PR is updated. This makes sense, but this same config causes runs merged into main to be cancelled as well. We likely need a tweak in our concurrncy configuration to ensure this isn't the case and main runs are never cancelled.
