Description

We also need instructions for users (in the daffodil-site documentation pages) on how to create a Daffodil config file, and how to use it to suppress warnings and change values of tunables.  We also need documentation pages for the tunables. (Ideally the doc goes into the XML Schema that describes these tunables, and the doc is generated from that. )
