[DAFFODIL-2607] Poor diagnostic - not an enum value but complains of keyset-value mapping

Description

We have an enum with dfdlx:repValues on it. 

When the data doesn't contain one of the enum values, then we get an error message complaining about a number not being in the keyset value. This is too obscure. It needs to say the data N was not an accepted dfdlx:repValues value for the element's type.
