Description

DAFFODIL-357 and PR#386 added support for dfdl:assert with failureType="recoverableError". This made it so recoverable errors are reported as SDW. However, we probably want to add a special error type and API/TDML updates to have a unique ReocverableError to differentiate it from a warning.
