Description

TravisCI is somewhat unreliable. We've have lots of issues with random test freezes or issues installing the right Java version. We have an azure pipelines config, but that cannot be enabled on the main repo since it requires write access, which ASF will not allow.

Another alternative is ASF jenkins. We should look into enabling that for our continuous integration: https://builds.apache.org/
