[DAFFODIL-2122] default="0|1" causes exception for xs:boolean types

Hi Team,

We are using daffodil 2.2.0. for one of our schema file we are getting some errors if we change the root node.

for the attached schema file there is 2 root node 

1. Input
2. Output

with root selected as Input we are getting the correct test result but If change the root node to Output we are getting errors from daffodil's code.
