Description

SBT has reached 1.x, which should be more stable and standardizes the syntax, removing a lot of deprecated methods. We should switch to this so that we can stay with the latest.��The new syntax is a bit simpler and should clean things up some. While we update the config, we should also revisit how sbt cli works, and remove the concept of scala-new since that is really just overhead and not needed.
