Update Daffodil README and BUILD files

    Description

      Two README's exist, one distributed in the tar/zip, one for the repo. We should update the repo one to use README.md.��The BUILD file also has a lot of unneccesary information. We should either update that, or just deleted it and and a Building section in the README.
