[DAFFODIL-1554] DFDL Spec - consider arrays of zero-length as legal in hidden groups since they're defaultable in some sense.

Description

If the array can have zero elements, then that should satisfy the need, as a zero-occurrance array is "defaultable" in some sense.

The other "trick" which is to make it an array of complex elements which themselves contain defaultable/OVC elements, may or may not work, and it's a hack.
