[CXF-910] maven codegen plugin needs to allow passing arguments for java2wsdl goal

Description

The cxf codegen plugin for maven doesn't seem to expose a way to pass arguments through to the 'java2wsdl' goal. It does do this now for the 'wsdl2java' goal, via the <extraarg> tag, etc....It seems it would be straightforward to add a similar feature for the java2wsdl goal....

I need to have a bit more control over how java2wsdl runs compared to the defaults.
