[CXF-5261] Message.CONNECTION_TIMEOUT and Message.RECEIVE_TIMEOUT should not begin with "javax.xml.ws"

Description

The Message.CONNECTION_TIMEOUT ("javax.xml.ws.client.connectionTimeout") and Message.RECEIVE_TIMEOUT ("javax.xml.ws.client.receiveTimeout") constants are currently using the javax.xml.ws prefix, but according to JAXWS spec (section 4.2.1.2) implementation specific props can't use javax.* namespace.
