[CXF-4518] CXF bundle jax-ws-catalog.xml doesn't include mapping of "http://www.w3.org/2006/03/addressing"

Description

Current cxf bundle's jax-ws-catalog.xml only has one mapping of "http://www.w3.org/2005/08/addressing", we need to add "http://www.w3.org/2006/03/addressing" to avoid downloading the address schema from the internet.
