Make jaxws.provider.interpretNullAsOneway property configurable using a string value

      Description

      This property jaxws.provider.interpretNullAsOneway introduced in CXF-3926 is currently a Boolean property. This makes it inconvenient in configuring this property using Spring or Blueprint.

      Therefore, this property should be made configurable using a string value as well.
