Description

Move org.chboston.cnlp.ctakes.kernel.* and org.chboston.cnlp.ctakes.utils.* out of the types system project.
I think ctakes-utils is a more appropriate place for a common set of utils/functions.
Adding this as a placeholder so I won't forget to do this during re factoring.
