[CTAKES-122] include LVG with a future version of cTAKES?

Description

The full LVG database (used for normalization, and enhances dictionary lookup) was a separate download for 2.5.
Still is for 3.0 and for 3.1
For end user ease of use, I think it should be included with cTAKES in a future release.
