[CSV-8] Excel strategy separator error

Description

CSVStrategy.EXCEL_STRATEGY uses a semicolon as the separator.
When I open Excel and do a save-as to CSV file, it comes out as comma separated.
Is this a simple typo??? Anyone know the history behind the Excel strategy?
