Description

At least in some locales, org.apache.crunch.contrib.text.ParseTest fails due to alternative parsing of floating-point numbers. This also means that the behavior of org.apache.crunch.contrib.text.Parse is dependent on the locale of the JVM where Crunch is running (at least with JDK 11).

It would probably be better if the behaviour was consistent, regardless of the locale of the JVM.
