Description

I un-install my previous version of CouchDB and installed 1.3.1 for the problem with javascript memory issue and encountered os_process_error.

Details of environment
Windows 64 bit machine
CouchDB 1.3.1_R15B03-1

changes made to couchdb configuration settings
