[CONTINUUM-2730] Failure to save to config directory shows no error message

Description

Saving the initial configuration with an unwritable directory shows no error message and displays the configuration edit page again. I have confirmed this is present on 1.4.2 and the 1.4.3, but it may be present in other versions.

To reproduce, change the permissions of ${appserver.base}/conf to be unwritable by the continuum process.
