Project group admin should not be able to change the local repository

    Description

      A project group administrator should not be able to change the local repository used by his project group.

      Other local repos might contain artifacts that developers in this group do not have permission to access.

      On the 'Update Project Group' page, Local Repository should be a read-only field for a project admin. Only a system administrator should be able to change it.
