Description

During troubleshooting, it can be incredibly useful to identify when particular jobs are started/stopped/deleted etc. All job activities are currently logged under the DEBUG level. Setting MCF's logging level for the jobs category to DEBUG would output the required information but could also swamp the log with recurring (and far less useful) messages.

I'd like to suggest raising the logging level of most job activities to INFO, keeping the recurring ones at DEBUG.
