ArchiveStreamFactory fails to pass on the encoding when creating the following streams (in some or all cases):

• ArjArchiveInputStream
• CpioArchiveInputStream
• DumpArchiveInputStream
• JarArchiveInputStream
• JarArchiveOutputStream
