Description

There does not seem to be any source control of the README and HEADER files in the Commons download directories.

Perhaps consider using the same procedure as the Jakarta project?

Jakarta keeps all the files in SVN (https://svn.apache.org/repos/asf/jakarta/site/dist).
The dist/jakarta directory is checked out as an SVN workspace, so "svn update" is all that is needed to refresh the files.
[Note that mirroring is set up to ignore SVN directories]

If this is done, then it would be sensible to move the KEYS file to the new SVN location as well.
