Description

The http://commons.apache.org/mail-lists.html page does not give many details as to how to subscribe/unsubscribe.

I think it would be useful to add links to

http://www.apache.org/foundation/mailinglists.html

and perhaps

http://www.apache.org/foundation/public-archives.html

I think there should also be dividing (or extra blank) lines between the list descriptions to make it clearer to which list the descriptions apply.

Note: I would provide a patch, but I've not been able to find the source file in SVN
