the heading bar says "Last Published: 24 March 2024 | Version: 1.3.1"

further down on the same URL, it says under "Releases": 1.4.0 Release - March 2024"

looking at the release history https://commons.apache.org/proper/commons-logging/changes-report.html it seems that 1.4.0 does NOT exist and it says that the latest is "Release 1.3.1 – 2024-03-16"

 

my educated guess is that the latest is 1.3.1 and only the text under "Releases" labels it incorrectly as 1.4.0... but whichever is the truth, the site should be corrected.
