I'm filing an issue and attaching a site update patch to implement the 2nd part of my proposal:

that is to allow for exceptions to FAQ/Guidelines section 3.1 and 3.2 per the Apache PMC that requests those exceptions and that is willing to take responsibility for the exceptions.
