Description

There are methods in the murmur3 code where there is a note that the sign extension bug is present but it is not noted in the javadocs.  This is a fix to update the java docs with:

 

• <p>This implementation contains a sign-extension bug in the seed initialization.
• This manifests if the seed is negative.<p>
