[CLOUDSTACK-9419] network_domain is a optional param while creating network, still createIpAlias.sh script fails if it is not there

Description

network_domain is a optional param while creating network, still createIpAlias.sh script fails if it is not there in cmdline on VR

network_domain is NULL in networks table, it is not populated in CMDLINE on VR when it is started.
createIpAlias.sh script fails with the following error in VR /var/logs/messages
