[CLOUDSTACK-8907] When creating a pod a gateway should not be required, it should be optional.

Description

If the systemnetwork is on a separate isolated layer 2 network (without internet access), then their might not be a gateway. Setting a gateway will cause hosts to not resolve connections correctly.
