Description

1. Add firewall ingress/egress with proto icmp, icmp type and code.
2. Add another icmp rule with different type and code.
On adding second rule getting the following error.
There is already a firewall rule specified with protocol = icmp with no ports

This regression from the fix CLOUDSTACK-2694
