Description
There is some unexpected behavior in the listNetworkACLs call.
If a valid VPCs networkid is provided, listNetworkACLs returns only the acl's belonging to the VPC network. However listNetworkACLs returns all ACLs within an account when a valid networkid is given which does not belong to a VPC network. The networkid can be from any non-VPC network, also outside the account.
