    Description

      The root admin or domain admin should have an option in the UI to create a network for an account under them.

      The use case I am looking at is in the UI: deploy an instance as admin, create a network for another account, assign the instance to the other account (CLOUDSTACK-4796) using the newly created network as the destination networkid, create the necessary port forwarding rules. The end user should not have to configure the network so it needs to be able to be created from the admin accounts.
