[CLOUDSTACK-3543] the cpvm and ssvm' state is still running when the computer node was crashed

Description

When the host node crash the vm'state can not be get right state. the vm state is still running.
in fact,the vm is down,but the state is type running ,and not worked.
so i am edit the database vm state to Stopped. then the ssvm and cpvm can be start.

this is log ,after the node is crashed.
