Description

There is no documentation in the 4.0.0 or 4.0.1 Admin Guide on network throttling (network.throttling.rate and vm.network.throttling.rate global settings).

Is this throttling done at the hypervisor? What hypervisors does this feature work with? Does it work with KVM?
