IN SUMMARY:
the 4.1 has a "ongoing-config-of-ext-firewalls-lb.xml" that is never referenced.
In 4.1 the file is called "ongoing-configuration-of-external-firewalls-loadbalancer.xml"
In master the file is called "ongoing-config-of-external-firewalls-lb.xml"

My suggestion:
Delete "ongoing-config-of-ext-firewalls-lb.xml" in 4.1 branch
Use 4.1's ongoing-configuration-of-external-firewalls-loadbalancer.xml, most the documentation uses the long form "loadbalancer" and not "lb"
