    Description

      Port 'calc_spatial_anom_cor' method from jinwon-rcmet-2.1.3/src/main/python/rcmes/toolkit/metrics.py to ocw/metrics.py. This is a version of metrics.py on the 'jinwon-rcmet-2.1.3' branch of the OCW repository.
