Description

Fix for RATIS-2131 was merged recently to Apache Ratis, but until 3.2.0 is released and we move can move to, we need to workaround the issue.

TL/DR of RATIS-2131 - when using hostname, if the host is an IPv6 host, Ratis will always wrap it in '[', ']' - without checking if it is an IP or not.
