Description

Devdependencies cause cordova.js's grunt:compile to use an older version of the platform when generating cordova.js for a new release. Instead, have grunt:compile use cordova-platform directories that are siblings to cordova.js and allow for a user to pass in a path to platform via command line incase they don't have platforms as siblings.
