[CB-8901] cordova-ios 4.0.0 with wkwebview-engine plugin does not work on iOS 7.x

Description

It's pretty obvious why it can't work on iOS 7 (wkwebview is only supported on iOS 8), but this is more of how Cordova handles this plugin on iOS 7.

It should ignore the plugin, and load UIWebView instead. Right now it loads a blank page.
