Description

There is currently support of CORDOVA_HOME (https://github.com/apache/cordova-lib/blob/master/cordova-lib/src/cordova/util.js#L30) environment variable which could be used to set up user-independent directory for cordova platform cache and configs. I think to be consistent we should add the same support of PLUGMAN_HOME.
