[CB-8093] File transfer plugin doesn't return response body in case of download failure

Description

In case of download error plugin's download() method should return a FileTransferError with responseText property, set to server's responce body but current implementation always returns an empty field.

Can be reprod by filetransfer.spec.13
should get response body on failure
