[CB-7448] saveToPhotoAlbum 'false' option ignored on WP8.1

Description

Found with camera plugin manual tests. On WP8.1 the photo is saved to the photo library even if the 'saveToPhotoAlbum' option is set to false.

On WP8, the photo is not saved to the library when that option is false, as expected.
