[CB-7044] Android tools fail even when ANDROID_HOME is set

Description

We currently require that `android` is in the user's PATH.

We should also allow for ANDROID_HOME to be set, and fix up the PATH based on that.

Note: affects CLI also since it now calls "android" for library projects

Also - if both are set, we should give preference to ANDROID_HOME
