Description

After resolving https://issues.apache.org/jira/browse/CB-6920 and https://issues.apache.org/jira/browse/CB-6613 Camera plugin uses native Windows 8 functions to manage files instead of File plugin.

So file plugin dependency is excess and we can remove it.
