[CB-6091] [windows] Build fails if application path contains whitespaces

Description

1. cd to a folder with white space
2. create new cordova app, cd to it
3. add wp8 and windows8 platforms
4. run 'cordova build windows8/wp8'
5. Observe: Build fails with the error.

Repro for windows8 and wp8 platforms, no repro on android.

Same issue with run/emulate commands
