[CB-4608] Command line build tool always override platform's <preference> in config.xml even though there is no specific entry in global's /www/config.xml

Description

Quick fix to this is just by adding <preference> tag into global's /www/config.xml . However, in the document, it is not stated as supported tag for all platforms and platform-specific document suggest editing <platform>/<project>/config.xml directly. It should not get affected by CLI build, though, if not all functions (especially 3rd party plugin addition) still cannot not supported by CLI.
