[CB-4604] CLI should be able to run node hooks on windows without needing a .bat/.cmd file

Description

Scripts are a bit more annoying on windows due to the lack of hash bang support.

For node-based hooks, it would be nice if CLI provided hash-bang support.

e.g. Look if first line contains #!.*node
If so, then run the hook with node.
